REPUBLIKA.CO.ID, JAKARTA – The Directorate General of Customs of the Ministry of Finance has implemented the latest version of the cargo loading list application, namely Manifest Generation III which is claimed to accelerate the flow of goods out and into Indonesia. Director General of Customs and Excise Heru Pambudi in Jakarta on Monday (7/1) said the launch of Manifest Generasi III was a strategic step taken to perfect business processes in all lines and innovation and modernization following the development of the global economy in the digital era.

“Manifest Generasi III is the most up-to-date version that emphasizes automation and simplification principles in line with the customs and excise reform program agenda in order to build a” smart customs and excise system “to create business processes that are easy, inexpensive, fast, transparent, effective and efficient,” Heru said during a press conference.

Some of the principles promoted in Manifest Generation III include the Advance Manifest System 24 hours before arrival for sea transport facilities. So that the administration process of sending “customs clearance” can be done faster, adding Non Vessel Operating Common Carrier (NVOCC) and postal operators so that manifest submissions can be faster by each document issuer.

Customs also applies the risk management principle of manifest changes where changes can be made online and not all changes must be approved by the Head of Office, inclusion of Taxpayer Identification Number (NPWP), and automation of closing manifest posts. The application of Manifest Generation III has been carried out in stages starting on December 28, 2017 at the Customs Office in Jakarta.

As of August 2018, this system has been implemented gradually in 12 major Customs Offices throughout Indonesia. This includes six ports and seven major airports, which statistically represent more than 80 percent of the volume of national imports and exports.

“On September 26, 2018, the Manifest Generation III system was implemented in all international ports and airports supervised by 104 Customs Offices throughout Indonesia,” Heru said.

The implementation of Manifest Generation III has had a positive impact and created various facilities. Among the declining dwelling time, especially “pre-clearance”, which is based on data at Tanjung Priok port, there was a decrease in pre-clearance of 0.81 days or 19.69 percent after the mandatory Manifest Generation III system.

Another benefit that is also felt is the acceleration of the clearance process at the airport. Manifest Generasi III has eliminated the manifest postal detailing process which has reached 11,500 processes per month. This results in the clearance process being reduced by two to eight hours or by 20 percent up. 80 percent of the previous one, as well as reducing costs and administrative expenses.

Not only that, the implementation of Manifest Generation III has reduced the redress manifest process. At the beginning of the implementation of the “self-correction redress manifest” system in the Manifest Generation III system, the redress process was reduced by 22.75 percent from the average of 550 requests per month.

Heru said, various positive responses were also conveyed by several associations and companies including the Indonesian National Shipowners’ Association (INSA), the Indonesian Logistics and Forwarder Association (ALFI), the Association of Indonesian Express Shipping, Post and Logistics Services (ASPERINDO), PT Pertamina (Persero), and the International Air Transport Association (IATA).

“Stakeholders convey positive responses, including submission of manifest can be sent directly to the customs system online so that the delivery process runs more efficiently and effectively, data correction can be done online without having to come to the Customs Office, and speed up the delivery of goods import notification,” said Heru.
